Maybe I'm not a big help, but it seems you have ethernet webcam ... Then, the 8-way match that of Ethernet (please look for it on the web, maybe wikipedia).

Some modern Ethernet passive devices (ie not the master) are gaining power from data lines, so you will not have a line "pure" power. NEG would in this case, a common ground connection (GND) ... This way, you save power at each cam.

The bad news is that probably those from A1 to A4 son are digital data, and you do not have a single wire point of sale with information about the image you can read on a screen. You need the PC anyway.

COM port will probably be a standard UART (as in old mice) that who you can send commands to the pan and tilt - you should not need to start - if you do not have to send a ENABLE signal!
