If you live there and the stairs are a danger, tell the people first owner or maintenance and probably give your complaint in writing. Keep a copy. And be very careful. It does not matter who is at fault. If you are injured, you're the one with the pain. There are probably rules for handrails that are loose, too. These include about what you are looking for in a home. No nailed windows or back doors locked because of the danger of not going out in a fire. All locks functional. Nothing that might make you stumble.
