It's an interesting idea. I'm sure if the idea is profitable and it will be profitable. This would save a bundle and reduce light pollution a lot.
YES. LED lights will be fine with a motion detection equipment. I installed an LED floor on both sides of my house. Was 2 years and no problem. Just as the neighbors and want them

LEDs are not yet profitable. They are too expensive. This may change in future but for now they do not make economic sense.
However you do not need to use LED lighting to detect motion detection. normal incandescent lamps will work for that. They would not have the life that would be LED lights under the bike a lot, but it might work. However, I think the problem with motion detection with street lights is safety. City officials, I am sure much rather have the constant glare of public safety, and in practice there may be problems with ensuring that all the street lights reliably sense oncoming cars and walking.
